@DavidNielsen @Nonilex @lisamelton Even IF there were significant changes, and people learned to trust the US authorities again (which would take a long time), the fact is that, once people have got out of the habit of going to one place, it takes a generation or more to get back up the same numbers, as people will be going other places, and talking to their friends about those places, so they go there, and so on.
